At our level or below, it's inevitable and common in a large universe -- we can know this from evolution and the state of other planets based on astronomical observations.
We can't necessarily make any presumptions about there being extra terrestrials of higher intelligence, though: we have not yet determined whether intelligent beings typically kill themselves off before ascending to anything more.

Of course, we're also our only sample, but we can only reasonably assume our state and that of our planet to be average for one of this age.
