Now that dash cams are so common and inexpensive. Why not set up the following system:
Any driver who sees another driver commit a reckless act can send the video to a committee of traffic violation experts. A small fee must be paid by the driver who submits the video. This fee will be lost if the committee does not agree that a reckless action was committed. However, if the committee agrees that there was a traffic violation the witness will be awarded part of the penalty fee inflicted on the reckless driver. The accused has the right to a double or nothing appeal in which the case will be reviewed by another committee. If the second committee agrees the penalty fee will be doubled. If they disagree the original penalty will be removed.
Advantages of this system:
Potentially reckless drivers will be more careful knowing that they are always being watched.
Less police cars required on the roads.
Less road rage as instead of showing the finger and honking people will think "You just earned me some money, asshole"
System can be set up so the committee does not know the age, race or gender of the driver thereby removing police bias.
Disadvantages of this system:

I like this idea, and really like that you mention the disadvantages.
The reward would have to be set so it's lower than the gas cost relative to the average time it takes to witness an event and collect.
Also, one consideration is that these would have to be pretty high resolution cameras, and they might need to stream the data to prevent fraud. This could be troubling with respect to the bandwidth it would take up on communications infrastructure.

Yes, the reward doesn't actually have to be that high in order to motivate people to report.
