Most people should be going to trade schools, not universities.
That said, this should only disincentivize high performing students to take these AP classes if they're close to the border between the top 10% and the bottom 90%.
Most students in AP classes are probably comfortably in the top 5% anyway, and don't have to worry about this problem.
Poor performing students would be discouraged from taking these classes just a gambit to increase their GPAs.
If anything, this will assure that the students in the AP classes are all top performing students, and not lower performing students who can't risk getting a few Bs or Cs.
