I've seen some controversy over fluoridated water. Why are people so against it? It actually seems to be healthier, since it helps prevent tooth decay.

I Googled if bottled water is fluoridated, and it says that generally, it doesn't, and when it does, there is hardly any.. This lead me to think that maybe Bottled water companies started the rumor that fluoridated water is bad to use as propaganda, but that sounds like a conspiracy theory, since I don't have any evidence of that. Maybe since people are starting to realize public water is better and overall cheaper than bottled water, bottled water companies are starting to lose business. But that's just my guess. Any opinions?

It could have been started or propagated by those companies.
Rumors and fear mongering, unlike other accusations, don't require a conspiracy, since they commonly trace back to one person who started them (or one false blog/comment somewhere). You just need one dishonest person to get it going. Snopes is full of stuff like that.
In terms of spending money on this stuff at a corporate level, you might be able to find evidence of that. Like how the oil industry slandered nuclear power.

I heard a story where someone claimed that Sweden banned Christmas lights to avoid angering Muslims, which was just a lie that was probably propaganda.
