It's hard to separate religion and culture, since they tend to be intertwined.

If you consider a religion to a be a real thing, and to have real authority at least over itself, then you can draw a line between correct and incorrect application of that religion- although that's a much more complicated argument.

I believe FGM is mentioned in Hadith as not required but optional and a good thing to do, but also that the more mild forms are more kind to women; which seems to be the recommendation.
Although importance of Hadith, as the suggestions of a mortal man and not religious mandate, vary by theological interpretation, even the most strict ones would not seem to favor the most severe forms of FGM which are very prevalent. Nor would they allow it at all today, since it is optional AND illegal, and Muslims are supposed to follow the law where it doesn't conflict with religious mandate.

That is an argument that can be made, while It may be a no true Scotsman kind of argument.

It is mostly a "Muslim" problem, but it's not a problem among TRUE™ Muslims.

Theologically, that argument is on pretty solid ground, if any solid ground there ever were in theology. So, it might not be a no true Scotsman in this case.
