Not unless each category has a different set of rules, if not the just put it under "Welcome to TheVeganAtheist Forum!" column.

Personally your wording seems fine to me. However I read topics were you were guys are talking about putting a rule in every form that might need it. Things that might need it I would say would be any form involves the debates. Some forums or a category that has a big section or form, usually they'll have a thread sticked.
So you have the theist vs atheist area, some forums have a simple debate area. This could have a rule on debating. Anything from complex rules to simple things like, make points that are clear and use source, do not troll or flame , one word post are considered spam, do not make universe etc etc.
If this makes sense.
A general rule might just say things that would be followed through out the forum. Because if you do not have them soon, trolls be coming from those bridges. I knew one named PrinceofPeace, nice guy, but did not know how to not spake in debates and how to be kinder to people in my best words.
It is up to you, I also assume us all smart enough to not do that. But the internet is literally the Wild West right now. Haha
