Why did God say: Let us give Satan to mankind?
God created Eden as his heaven on Earth so that he could, some day come down and rule over us.
He cast Satan out of heaven. I guess because she was creating a huge division there, and decided to send her to Earth, to also create division here, which she did.
Why would a good God curse the Earth by sending Satan, the personification of evil, to Earth?

I think the church made Satan female as part of their efforts to demonize women. It was all a part of their misogyny.
They did the same demonization with the serpent that the Jews respected as Gods prosecutor. They saw Eden as our place of elevation, not the fall that Christianity made of that myth. That was just to make it easier when they decimated all the serpent worshiping sects that were all over their world in those days.
Look up Moses staff some time and see that it had a serpents head in respect for the serpent.

I've considered the possibility that "if" there were opposing deities, then Satan is actually the pro-human side, while God is the tormentor of souls. Who does the most horrendous things to humans in the bible? God. Who "creates us in his own image", yet expects us to ignore our most base human urges? God. The book of Job alone is the tale of a psychopath with unlimited power.
I'm no biblical scholar, but the only thing I recall from church about Satan being bad, is he offered to give Jesus everything he saw,just to bow to him. God expects us to bow to him also, and follow many conflicting rules and regulations, with even our thoughts being a "sin", and our reward is promised to us after we die. "Trust me, do all this and you'll live forever after you die! Worshiping me for all eternity, isn't that fun?!!"
Maybe Satan is such a benevolent deity that he doesn't know how to punish the imp "God", so he just leaves it up to us to decide.

Satan`s benevolence is not shown in scriptures but she definitely kills a lot fewer of us than God does.

If I had your eloquence and whit with words, I think you could convince all the Abrahamic cults to go to the more moral Gnostic Christianity.
