I think Happy Cow is pretty complete in terms of its listings of vegan restaurants in Europe and North American countries, since it's so widely known. The first thing a small vegan restaurant is going to want to do is get listed there.
But, any grocery store is going to have a lot of "accidentally vegan" options, even if not listed.
Sometimes it can be helpful to look at some of the common foods there that are accidentally vegan, which will be easy finds.
