Consequentialists: Who is the worst person alive?

First question: If one defines the worst human being as s/he who has had caused the greatest suffering to pleasure ratio, who would you choose?
Second question: This is a more complex question; who would you choose if someone's ability to do good vs. evil were factored into the equation. To take an example, a person like the Pope does indeed do a lot of good in the world, but if compared to what he has the potential of doing (sell the Vatican, feed the starving etc.) he may instead come across as evil.
